Mass. Man Charged with Deceptive Business Practices

A Massachuetts man was arrested for allegedly deceiving two residents in the Hamlin area.

Kevin P. Snow, Salisbury was charged with Deceptive Business Practices, Theft by Deception (two counts), and two counts of Attempted Theft by Extortion. Snow was arraigned in front of Magistrate Jane Farrell and incarcerated in lieu of $150,000 bail.

 PA State Police at Honesdale Criminal Investigation Unit reports that Snow has been operating a business (Kevin Snow Paving) in the Hamlin area, Wayne County, and on two occasions, deceptively engaged in work for one victim by doing more than requested and charging for the additional work which was not approved.

In a second case Snow asked a woman if she wanted her driveway end paved. The woman told Snow to return in about a half hour so they can check out what needs to be done and determine if she wanted the proposed work completed. The woman then went into her house to take a shower and get ready for work and when she came back out Snow had completed the work without permission and demanded $3,600 in payment.

The woman called State Police and Snow threatened the victim telling her he will get his money one way or another. When the State Police arrived at the residence Snow had fled the scene. Snow was arrested at a local quarry filling his truck with asphalt.
